Average affordable housing projects have annual vacancies of between 42-48%; this means nearly half of affordable housing residents are unable to maintain stable housing. At Applegate Landing (AGL), thanks to on-site supportive services, advocacy, and stabilization efforts offered through Crossroads Communities (CRC), the property manager has an annual vacancy rate of about 15%, or approximately 1/3 the amount of affordable housing that lacks on site residential supports.

The Navigation Center, to be built in The Dalles, will combine a multi-agency service center with Mid-Columbia Community Action Council’s (MCCAC) 36 bed non-congregate emergency shelter. The Center will also include a computer resource lab, childcare, commercial kitchen, a large community meeting room and classroom and community gardens.
Services will include service navigators, healthcare, behavioral healthcare, jobs, and employment resources, housing services, communal dining, parking, bike storage for shelter guests, emergency shelter, and non-congregate free-standing emergency shelter with office and sanitation facilities
